Here’s the latest guidance from The Royal Parks. Note that the position re dogs on lead is now that they must be kept under control with strong advice that they be kept on lead.

We are anticipating that more people will come to the parks this weekend as the weather heats up, particularly on Sunday which is set to be hot and sunny. We understand that people will want to enjoy the sunshine but it is so important that people stay local and stick to Government guidelines on social distancing by staying 2m apart from others, exercising alone or with others from their household, and not gathering in groups. Dogs must be kept under control at all times in London’s Royal Parks and other open spaces we manage. We strongly advise dogs on leads at this time to support government social distancing guidelines.

Please practice social distancing within the Royal Parks to ensure that they remain open for all. Remain at least 2 metres (6 feet) apart from others with no gatherings of more than 2 people outside your immediate household at any time. There should be no groups of people cycling, walking or jogging, no group picnics and no sitting on a bench next to someone outside your household. We strongly advise dogs on leads at this time to support government social distancing guidelines. 

We know how crucial it is for people’s physical and mental wellbeing to be able to have access to these valuable green spaces, and if we all work together we can keep them open for everyone to enjoy at this difficult time.
