On 18 March the Mayor of London, Boris Johnson, directed Westminster City Council to refuse planning permission for this scheme, which would impact substantially on the view of St Paul's from King Henry's Mound in Richmond Park. But the sole reason for refusal is the failure of the developer, Land Securities, to offer a financial contribution towards Crossrail. In an associated report, the Mayor notes that he has received "verification that the proposals will not exceed the threshold plane of the Landmark Viewing Corridor of Linear View 9 (King Henry VIII's Mound to St. Paul's Cathedral)". So, the Mayor's direction may prove to be only a temporary delay to the development if Land Securities make a suitable “monetary offer” to Crossrail. We believe strongly that this decision will be regretted in future years, once it is seen in reality how much the development affects the centuries old view.
